When you are in the main menu you can change subtitles and languages how you want. While you are playing you just can change the subtitle on / off. So I'm just gonna list some of the differences I've seen between the two games(Russian & UE), probably will miss some things since I last played UE a while ago and I haven't yet made it through the Russian version. So yes, you can play with english voices and german subtitles.
